Most DPA comes as a second lien - either forgivable, deferred, or amortizing - layered on top of your first mortgage.

Down payment assistance programs help cover some or all of your down payment and closing costs. The most common structures are silent second liens (0% interest, no payment, forgiven after a residency period), amortizing seconds (a small monthly payment), and true grants (no repayment required). Every program has income limits, purchase-price caps, and homebuyer education requirements.

  • Grant - no repayment, no lien. Rarest structure.
  • Forgivable second - no payment; forgiven after 3–7 years of occupancy
  • Deferred second - no monthly payment; due when you sell, refi, or move out
  • Amortizing second - small monthly payment layered on top of the first

Programs to Know

AzIDA Home Plus, Pima Tucson HOME, and several city and state programs stack with FHA, VA, and conventional loans.

Home Plus (Arizona Industrial Development Authority) is the flagship statewide program. It provides 3–5% of the loan amount as a forgivable second lien paired with a competitive first-mortgage rate. Program details, income limits, and rates update frequently - always confirm current terms before applying.

DPA program details change often. Verify current income limits, forgiveness terms, and eligible ZIP codes with the administering agency before submitting an offer.

Chapter 3

Combining DPA with FHA, VA, or Conventional

DPA layers on top of a standard first mortgage - but each first-mortgage program has its own overlay rules.

  • FHA + DPA - most flexible pairing. Handles low credit scores and non-traditional income.
  • Conventional 97 + DPA - best for stronger credit; avoids upfront FHA MIP
  • VA + DPA - allowed but often unnecessary since VA is $0 down. Useful for closing costs.
  • USDA + DPA - allowed in rural-eligible areas; income limits apply on both
